Finalizes the active estimation round and applies the maximum submitted estimate to the task’s estimated time.
For example, votes of 3600, 7200 and 10800 seconds produce a final estimate of 10800 seconds, or three hours.

Finalization is available to:
ADMIN.PROJECT_MANAGER.founder=1.The founder must still have an active vote. If that vote has been withdrawn, it no longer grants finalization rights.
